In a market where government relations consultants advise and software vendors build, Fabienne does both.

Fabienne Goldgaber has spent over a decade advancing policy at the federal, state, and local level — one of the few practitioners with deep, hands-on experience at all three. She most recently led the domestic policy agenda at UNICEF USA, aligning advocacy strategy with the organization's mission to advance children's health, education, and well-being. Prior to that, she drove key policy initiatives at Children's Aid in New York City, building her expertise in coalition building and policy implementation from the ground up.

The government relations systems framework she now brings to consulting clients wasn't built in the abstract — she built it from scratch while managing lobbying compliance at Children's Aid, applied the same systemizing approach while managing lobbying compliance for UNICEF USA, and has since delivered the full system for Policy Mosaic clients, including a larger, multi-organization build. It's an approach tested and refined through a decade of real, hands-on use — not a theoretical offering built for a pitch.

As Founder and Principal Consultant of Policy Mosaic LLC, she partners with mission-driven organizations to develop advocacy strategies, design lobbying and PAC compliance frameworks, and build the internal systems that make government relations operations run. She's also the creator of MosaicIQ — a government relations intelligence platform in development that brings bill tracking, legislator research, and AI-assisted compliance into one place for advocacy teams.

Her work has helped secure significant funding for youth and family initiatives globally and across the U.S. She brings the same equity-centered, ethics-first lens to every engagement — whether that's a compliance framework, an AI integration, or a legislative campaign.

Outside of work, Fabienne serves as Vice President of the Robert Philippeaux Epilepsy Foundation. She has also served on the boards of UNICEF Next Generation and Covenant House New York.
